Manuel Rascado-Marti appointed Chair of UK Spectrum Plicy Forum Cluster 1

The UK Spectrum Policy Forum (SPF) is pleased to announce the appointment of Manuel Rascado-Marti as the new Cluster 1 Chair.

Succeeding Saul Friedner who has chaired Cluster 1 for several years, Mr. Rascado-Marti will lead discussions on the crucial matter of future spectrum demand. His focus will encompass the impact of emerging technologies and services on spectrum requirements, alongside ensuring continued and equitable access for all spectrum users.

Cluster 1 plays a vital role in the SPF, fostering long-term strategic thinking regarding the utilization of radio spectrum. As Chair, Mr. Rascado-Marti will foster close collaboration with relevant stakeholders, including government bodies, Ofcom, industry representatives, and academic institutions. Through this collaborative effort, he will aim to advance key initiatives pertaining to both future spectrum demand and its continued availability.

I am delighted to have been appointed Chair of UK SPF Cluster 1. Having previously been part of this community, I have a profound admiration of the vital role that the UK SPF plays in shaping future policy. As we navigate the aftermath of WRC-23 and confront the reality of an ever-growing spectrum demand, I aim to collectively address the challenges and opportunities arising from this surge, ensuring the continued availability of spectrum across all existing and future users.

Manuel is a Spectrum Policy Consultant at LS telcom, where he spearheads global consulting projects encompassing regulatory policy, strategic planning, and radio spectrum management. His extensive experience positions him as a valuable asset, particularly in navigating the intricate interplay between policy, strategy, and innovation within spectrum policy landscape.

Prior to his current role, Manuel served as the secretariat for the UK Spectrum Policy Forum, a testament to his profound understanding of the sector's nuances. He further honed his expertise through previous positions as an analyst and senior reporter at PolicyTracker, cultivating a comprehensive and independent perspective on the ever-evolving wireless domain.

The open-to-all event will gather key UK and international policy and industry decision-makers, to discuss some of the most pressing future spectrum policy questions, such as WRC-23 hot topics, spectrum sharing and spectrum considerations for 6G.

Sophie Greaves is Head of Programme for Communications Infrastructure and Services at techUK, and oversees the UK Spectrum Policy Forum.

Sophie was promoted to Head having been Programme Manager for Communications Infrastructure and Services, leading techUK's telecoms activities, engagement and policy development. Previously, Sophie was Programme Assistant across a variety of areas including the Broadband Stakeholder Group, Central Government, Financial Services and Communications Infrastructure programmes.

Prior to joining techUK, Sophie completed a masters in Film Studies at University College London; her dissertation examined US telecoms policy relating to net neutrality and content distribution.

Jaynesh Patel

Head of Telecoms and Spectrum Policy, techUK

Jaynesh Patel is Head of Telecoms and Spectrum Policy, leading the Communications Infrastructure and Services Programme at techUK and overseeing the UK Spectrum Policy Forum.

Jaynesh has extensive experience in the sector, having worked for CityFibre (a full fibre broadband company) and the Federation of Small Businesses (FSB) on digital infrastructure policy. Most recently Jaynesh led on policy and public affairs in the UK and Ireland for ChargePoint (an EV charging network).

Prior to this Jaynesh worked in the Cabinet Office for more than five years, including over two years at the Government Digital Service (GDS) supporting the digital transformation of UK Government.

Jaynesh has a BSc (Hons) in Economics from the London School of Economics (LSE).

Tales has a background in law and economics, with previous experience in the regulation of new technologies and infrastructure.

In the UK and Europe, he offered consultancy on intellectual property rights of cellular and IoT technologies and on the regulatory procedures at the ITU as a Global Fellow at the European Space Policy Institute (ESPI).

Tales has an LL.M in Law and Business by the Getulio Vargas Foundation (FGV) and an MSc in Regulation at the London School of Economics, with a specialization in Government and Law.
