To wrap up the year, the Justice and Emergency Services (JES) Programme is excited to host an afternoon of insightful fireside chats, powered by the Justice and Emergency Services Management Committee (JESMC). Following the discussions, we invite all attendees to join us for Christmas drinks at the office, followed by an informal gathering at a nearby pub.
This event will bring together influential leaders from both the public and private sectors, creating a space to reflect on the impactful progress made throughout 2024. Together, we’ll explore the strides taken and the positive change the programme has driven across three strategic focus areas: AI, Digital Skills, and Procurement.
The afternoon will feature speeches from key partners and a series of fireside chats. With meaningful partnerships and engagements established over the years, we’ll celebrate our achievements while looking ahead to the future. The event will highlight the value of fostering closer alignment between policing, fire, justice services, and the tech sector to drive practical, impactful outcomes. You will also get the chance to hear from Rick Muir, regarding The Police Foundation’s latest report: ‘The Power of Information: How to unlock the potential of digital, data, and technology in policing’.

Georgie Morgan
Head of Justice and Emergency Services, techUK
Georgie joined techUK as the Justice and Emergency Services (JES) Programme Manager in March 2020, then becoming Head of Programme in January 2022.
Georgie leads techUK's engagement and activity across our blue light and criminal justice services, engaging with industry and stakeholders to unlock innovation, problem solve, future gaze and highlight the vital role technology plays in the delivery of critical public safety and justice services. The JES programme represents suppliers by creating a voice for those who are selling or looking to break into and navigate the blue light and criminal justice markets.
Prior to joining techUK, Georgie spent 4 and a half years managing a Business Crime Reduction Partnership (BCRP) in Westminster. She worked closely with the Metropolitan Police and London borough councils to prevent and reduce the impact of crime on the business community. Her work ranged from the impact of low-level street crime and anti-social behaviour on the borough, to critical incidents and violent crime.
Cinzia joined techUK in August 2023 as the Justice and Emergency Services (JES) Programme Manager.
The JES programme represents suppliers, championing their interests in the blue light and criminal justice markets, whether they are established entities or newcomers seeking to establish their presence.
Prior to joining techUK, Cinzia worked in the third and public sectors, managing projects related to international trade and social inclusion.
Ella joined techUK in November 2023 as a Markets Team Assistant, supporting the Justice and Emergency Services, Central Government and Financial Services Programmes.
Before joining the team, she was working at the Magistrates' Courts in legal administration and graduated from the University of Liverpool in 2022. Ella attained an undergraduate degree in History and Politics, and a master's degree in International Relations and Security Studies, with a particular interest in studying asylum rights and gendered violence.
In her spare time she enjoys going to the gym, watching true crime documentaries, travelling, and making her best attempts to become a better cook.

Digital Technology and Cyber Board Chair, Chief Fire Officer, Leicestershire Fire and Rescue Service
Callum Joined Cambridgeshire Fire and Rescue Service in 1995 undertaking many operational and leadership roles, moving across to Leicestershire in 2019 and becoming the Chief Fire Officer in mid-2020. Under his on-going leadership he has driven significant improvements across the Service improving operational delivery and community safety, as recognised by His Majesties Inspectorate of Constabularies, Fire and Rescue Services (HMICFRS) as well as operationally leading the Service through a number of major incidents, including the response to the Covid-19 pandemic.
In addition to leading the Service Callum also undertakes additional roles and duties, becoming the chair of the Digital, Technology and Cyber board within the National Fire Chiefs Council and recently becoming the Vice Chair of the Local Resilience Forum across Leicester, Leicestershire and Rutland.
Procurement Sub-Group Lead | Managing Director, Justice and Emergency Services Management Committee | Triad Group Plc
Adrian Leer is Managing Director of Triad Group Plc, a trusted delivery partner for UK Government and law enforcement organisations. Adrian’s role within JESMC includes leading the sub-group focused on demystifying procurement for buyers and suppliers alike.
Professor of Law, Northumbria University, Newcastle
Professor Marion Oswald, MBE is Professor of Law at Northumbria University, Newcastle. She researches the interaction between law and digital technology and has a particular interest in the use of AI and innovative technology in policing and national security. She is Principal Investigator of the UKRI-funded 4-year Responsible AI UK Keystone Project ‘PROBabLE Futures – Probabilistic AI Systems in Law Enforcement Futures.’ She is the founding chair of the West Midlands PCC and West Midlands Police Data Ethics Committee and a member of the Biometrics and Forensics Ethics Group, an advisory non-departmental public body, sponsored by the Home Office. She also sits on the New Zealand Police Emerging Technologies Panel. Marion was awarded an MBE in The Queen’s Jubilee Birthday Honours list 2022 for services to digital innovation.
Chris Philpott is the Assistant Chief Officer at Humberside Police and is responsible for the forces' enabling functions. This includes people, finance, estates, fleet, digital and force control room command areas. Chris has a passion for innovation and an extensive background in technical service delivery environments, in both private and public sector organisations.
AI Subgroup Member | Vice President Consulting Services, Justice Sector, Justice and Emergency Services Management Committee | CGI
James Reid is the Vice Chair of the AI sub-group which reports to JESMC and Vice President Consulting Services for CGI. For the past 18 years he has focused on resolving high profile and complex problems for a range of stakeholders across the criminal justice sector by overseeing delivery of strategic IT and business change which has seen him work with the NPIA, Home Office, national police agencies, CPS, and MOJ. James is passionate about the ethical use of AI technologies across the criminal justice sector in order to solve some of the key issues being faced today, to promote more inter-operability between the different organisations across the sector, and to enable it to help all stakeholders improve the outcomes they achieve.
